  • Policy Case Study: Water for the Poor – Dhaka’s Water Utilities Turnaround Challenge

    Type: Public Policy Case

    Publisher: Asia Development Bank (ADB)

    Publication Date: 11/16/2021

    Publication URL: https://www.adb.org/publications/water-poor-dhaka-s-water-utilities-turnaround-challenge

Providing public utilities services to slum areas remains a significant public policy challenge in developing countries. Bangladesh's capital city, Dhaka, is a representative case of sprawling slum neighborhoods on illegally encroached land, with few or no legal public utilities connections. Dhaka Water Supply and Sewerage Authority, the Asian Development Bank, and other development partners confronted this challenge as part of an ambitious public sector reform programs in South Asia. Drawing upon the lessons learned, this case study discusses the difficulties of providing water utility services to low-income communities in megacities and potential policy solutions for providing clean, safe drinking water to slum residents.
